Karuna Animal Ambulance-1962 Service



Since the establishment of the State of Gujarat on 1st May 190, the Animal Husbandry Department has come into existence, which is functioning under the Animal Husbandry Division under the Department of Agriculture and Co-operation of the Government of Gujarat.

In addition to increasing the production of livestock through scientific animal husbandry through the Animal Husbandry Department, action is being taken for many things such as protection of local breeds, protection of livestock from diseases.

The main activities of this department include maintenance of animal health and improvement of animal breeds as well as development of all types of livestock such as cows, buffaloes, sheep, goats, horses, camels and poultry.


Purposes

Like other departments of Gujarat Government, Animal Husbandry Department has also come into existence since 190.

The Animal Husbandry Department works independently under the Department of Agriculture and Co-operation of the Government of Gujarat.

Increasing animal productivity

Maintenance of State Domestic Breeds
Treating animals and birds and controlling epidemics
Livestock improvement operations
In the state of Gujarat, animal husbandry is a profession in which apart from special skills, even pastoralists and women with less or no skills can earn a living.

Due to the constant irregularity in agricultural income, animal husbandry is a supplementary as well as a lucrative business, which reduces rural unemployment.

Introduction
Animal Husbandry has established itself as the second largest business in rural India after agriculture. In rural India, animal husbandry is a traditional and ancient occupation. Which provides home-based employment opportunities to semi-skilled and non-skilled people. Animal husbandry is a means of livelihood for the family by providing a complementary, permanent recurring income to the woman pastoralist. Out of 101 lakh households in the state of Gujarat, 3 lakh households (51.5%) are engaged in animal husbandry and out of them 16.50 lakh households (12.5%) are living below the poverty line. For which the business of animal husbandry is the only source of livelihood for his family. Livestock production accounts for a significant share of the state's revenue, as livestock production and by-product production have steadily increased. From the livestock sector in the state, Rs. Revenue is estimated at Rs 21,08 crore. According to the livestock census of 2009, compared to the livestock census of 2009, the total livestock population has increased by 9% and poultry population by 8%. In the year 2016-17, milk production in the state is 104.16 lakh May. Tons, which indicates an annual growth rate of 5.06% as compared to the year 2011-12. In the year 2016-17, the total milk production of the country is 16 lakh May. Tons which shows an annual growth rate of 7.5% compared to last year.
Shri Vijaybhai Rupani started 'Karuna Animal Ambulance 18R' from Gandhinagar in 27 districts of the state providing immediate treatment to the dumb animals in case of injury or illness. In the presence of Deputy Chief Minister Shri Nitinbhai Patel and Ministers Shri Bhupendrasinh Chudasama, Kunwarjibhai Bawaliya and Bachubhai Khabad, the Chief Minister signaled the departure of these ambulance vans.



The Chief Minister said that the state-wide 'Karuna Abhiyan' has been started from 10th to 20th January on the eve of Uttarayan with the sentiment of 'Let the living live and live' with compassion for the living only.


Earlier, the number of birds injured by kite strings has come down to 6,000. ICU for birds and animals. Such advanced treatment facility has been started by this government.


The Chief Minister said in clear words that our culture is the culture of considering the cow as the mother and seeing the paramatma in the soul, so the government is moving forward to make the livestock safe by protecting the animals, enriching the animal wealth and through it a white revolution. Mr. Vijaybhai said that this government is a transparent, dynamic, decisive and progressive government, which is working with the goal of saying no.



With the same sensitivity, 108 GVK, EMRI has been provided to help human beings in emergencies like accidents. In the same way that ambulances have been started, compassionate ambulances have been started in 182, 23 districts. The Chief Minister proudly said that Gujarat has taken the lead with such a compassionate ambulance in such a health treatment facility for stupid animals and Gujarat has started a new chapter.

He said that due to his deep sympathy for the poor, the government should provide ST bus at a concessional rate of Rs. He gave a detailed role of a sensitive scheme of providing assistance of Rs 50,000 from the government for immediate treatment.

Civil Services Rules are framed underProviso Act 309  and Clause of Article 148 of the consultation with the Comptroller and Auditor General in reference to persons serving within the Indian Audit and Accounts Department to manage the conditions of service of temporary Govt. servants. These Rules supersede the Central Civil Services Rules 1949.




The Central Civil Services (Temporary Service) Rules, 1965 along side the relevant orders issued by Government from time to time are




1. Short, title commencement and application.

  • Only service rendered during a civil post under the govt of India is treated as temporary service for this purpose.
  • The term Government service includes periods of duty and periods of leave.
  • Prior service rendered in establishments paid from Defence Estimates and repair rendered in Railway Department is additionally counted for quasi-permanency.
  • War service as defined below shall be counted as service for purposes of permanency.
  • Service of any kind during a unit or formation responsible for service overseas or in any operational area;
  • Service in India under military, munitions  authorities with a liability to service overseas or in any operational area.

Death Gratuity::


within the event of death of a short lived Govt. servant while in commission , his family shall be eligible for family pension and death gratuity at an equivalent scale and under an equivalent provisions as are applicable to permanent Central Civilian Government servants under the Central Civil Services Pension Rules.


No gratuity shall be admissible under this rule to a Govt servant


  • who resigns his post or dismissed from service as a disciplinary measure.
  • who is re-employed after retirement on superannuation or retiring pension.

Provided that a short lived Government servant who resigned from service to require up, with prior permission, a meeting under an organization or Company wholly or substantially owned or controlled by the govt or in or under a body controlled or financed by Government shall be paid terminal gratuity at the speed prescribed under sub-rule  in respect of


the service rendered by him under the Government:

Provided further that a short lived Government servant who has been absorbed during a Central autonomous body, with the permission of the parent department, shall have an choice to count the service rendered under the govt for the aim of pension under the autonomous body if it's a pension scheme, rather than drawing the terminal gratuity under the primary proviso.


Explanation- For the aim of this sub-rule,

Central autonomous body means a body which is financed wholly or substantially from cess or Central Government grants and includes a Central statutory body or a Central University but doesn't include a public undertaking falling under the purview of the Bureau of Public Enterprises.

  • financed substantially means quite 50% of the expenditure is met by cess or Central Government grants.

  • Employees dying in commission are covered by CCS (Pension) Rules, 1972:- within the event of death in harness of temporary/quasi-permanent Government servants their families shall be eligible to family pension and death gratuity on an equivalent scale as admissible to families of permanent Government servants under the CCS (Pension) Rules, 1972.



For the aim of drawing gratuity payable under Rule 10 the top of Office should prepare a press release of the quantity admissible to the person concerned and submit this along side the sacred text to the Accounts Officer, for verification and authorization. The statement should show the detailed calculations on how the quantity has been received . The Accounts Officer should, in turn, verify the statement and issue authority for payment of the gratuity to the top of Office on the idea of which the quantity are going to be drawn and disbursed by the latter.


The gratuity payable under Rule 10 should be adjusted under the top Superannuation Allowances and Pensions, etc. The gratuity admissible under the Central government officials Temporary Rules doesn't attract the provisions of Article 470 Civil Service Regulations.

Scheme for the artisans registered as artisans in urban and rural areas of Gujarat to easily get the required money for working capital at low interest.




(1) Purpose: - The artisans of handloom and handicraft cottage industries of the state of Gujarat need financial capital to purchase raw materials for business development. Artisans have to rely on financial institutions / private lenders for this financial need. Due to the high interest rates, it has become difficult for the cottage industry artisans to survive in the market at present. In these circumstances, the scheme has been implemented to ensure that the artisans registered as artisans in urban and rural areas in the Index-C of the Gujarat Government's cottage and village industries are easily provided with low interest rates for working capital.


(2) Eligibility of the scheme:


1. Age: Over 18 years.


  • By Artisan Development Commissioner Handloom / Development Commissioner Handicraft / Index-C
  • Must have an identity card as a given artisan.
  • The artisan should be knowledgeable of handicrafts or handicrafts.
  • Handicapped / blind artisans with deformities will also be able to avail the benefits of this scheme.
  • There is no income limit

(2) Maximum loan limit:


(1) In this scheme, the beneficiary has to pay Rs. Loans for machinery or working capital (for purchase of raw materials) or both can be availed up to a maximum of Rs. 1.00 lakhs.

(2) Standards of assistance:


  • 1. Margin Money Assistance: The following margin money assistance will have to be paid after the loan sanctioned by the bank under this scheme.
  • Margin money assistance
  • General Category (Male) Reserved Category (Scheduled Caste / Scheduled Tribe) / Female / 80% Blind or Handicapped.


Interest Assistance:


Under this scheme, interest assistance will be available at the rate of 7 (seven) per cent, which will be credited to the beneficiary's account every 6 (six) months after receiving a claim from the bank. This assistance will be available for a maximum of three years.


 Beneficiaries who pay the installment as decided by the regular bank for a maximum period of three years may again avail the benefit under this scheme on the recommendation of the bank. But a maximum of three times the benefit of this scheme can be availed under the same conditions.


(2) Interest rate:


Banks will charge interest for loans at the rate fixed by the Reserve Bank.
